Administered by the United Stats Department of the Interior, Fish and wildlife Service, Bureau of Sport Fisheries and Wildlife. It is the eastern most national refuge of the lower Mississippi Waterfowl Flyway. Its primary function is to serve as winter sanctuary for migrant waterfowl. The refuge covers a 15-mile stretch of reservoir between Huntsville and Decatur.
